STARK promotes investment and the establishment of companies whose technologies are driving the transition to a climate-neutral economy. These companies include the manufacturers of:      

• Electrolyzers,
• Batteries,
• Wind turbines,
• Heat pumps,
• Solar panels and
• equipment for CO₂ capture, utilization and storage.

Companies that manufacture key components for these technologies are also eligible for funding. Furthermore, anyone who produces or recovers raw materials that are critical for the technologies and their key components can apply for STARK funding.

The funding rate depends on the size of the company, the funding location, the eligible investment amount and the legal basis for the aid. The funding amount also results from the individual details of the project and must be examined on a project-specific basis. 

The maximum funding rate is 40% and the maximum funding amount per company is 200 million euros.  

Produktives.NRW promotes the settlement, investment and expansion of companies that manufacture critical technologies. This specifically concerns, among other things:

• Digital technologies, in particular quantum technologies, advanced semiconductor and sensor technologies, artificial intelligence, robotics and autonomous systems, including for industrial and mobility applications, as well as advanced connectivity, navigation and digital technologies;
• Environmentally friendly and resource-efficient technologies, in particular advanced materials, manufacturing and recycling technologies, circular economy technologies, including for the recovery of critical raw materials, renewable energy, hydrogen technologies, electricity grid technologies, battery and energy storage technologies, and climate-friendly propulsion technologies for transport.
   

Companies of all sizes (SMEs and large companies) that are based in the assisted areas or want to set up a branch there.

In Rheinisches Revier, with the exception of the district of Euskirchen.

According to the BKR federal regulation for transformation technologies, the maximum funding rate is 40%, with a maximum funding amount per company of 200 million euros. 

The RWP applies to companies in industry, trade and the service sector that are planning projects at certain funding locations. In the case of a new settlement, new permanent jobs should also be created, thereby achieving significant regional economic effects. Investment projects are also being funded to accelerate the transformation.

In the case of SMEs, wage costs can also be subsidized as an alternative to investment costs under certain conditions.
 

Commercial enterprises in defined economic sectors (primarily SMEs, but also large companies).  

In Rheinisches Revier: the city of Mönchengladbach, the Aachen urban area and the districts of Heinsberg, Düren and Euskirchen.  

In the case of new establishments, the funding rate and amount depend, among other things, on the size of the company, the location of the funding, the number of new jobs and the state aid basis. The maximum funding rate is 30%.
